Uber’s Tony West Sees Pay Rise Amid Legal Reforms and Insurance Savings, ETLegalWorld

Uber‘s chief legal officer, Tony West, saw his target incentive payout rise in fiscal 2025, reflecting the company’s focus on legal reform, enterprise risk management and insurance cost reduction, according to its latest DEF 14A filing with the US Securities and Exchange Commission.

West, who has served as senior vice president, chief legal officer, and corporate secretary since November 2017, earned a base salary of $800,000 in 2025, unchanged from the previous year. His target bonus stood at $1.6 million, or 200% of base salary, also flat year-on-year. Based on company and individual performance, his final incentive payout for FY25 was $2.06 million, implying a 129.03% payout factor.

The filing shows West’s total compensation at $10.68 million in 2025, comprising salary of $800,000, stock awards valued at $7.8 million, non-equity incentive plan compensation of $2.06 million and other compensation of about $11,000. This compares with total pay of $12.69 million in 2024 and $10.37 million in 2023.

The proxy statement credits West with leading Uber’s global legal reform strategy, including sustained engagement with regulators and policymakers to advocate for what the company described as fairer insurance frameworks for drivers and couriers. In the US, these efforts resulted in “significant” excess auto insurance reserve savings, including legislative changes in Georgia to limit lawsuit damages and reduce premiums, and the passage of SB 371 in California to lower government-mandated insurance costs while retaining consumer protections.

West also oversaw enterprise risk management, engaging with more than 75 regulators and government stakeholders across 10 countries, integrating mitigation plans into business reviews and providing quarterly top-risk oversight to the audit committee.

Before joining Uber, West was executive vice president for government affairs and general counsel at PepsiCo. He previously served as associate attorney general of the United States and as assistant attorney general for the civil division at the US Department of Justice. Since May 2023, he has also been a board member at BXP, where he serves on the compensation committee.
