Swatch Bharat Mission: Phase 2

dian government has been highly committed to the first phase of the Swachh Bharat Abhiyan. It will be intriguing to see what the second phase of the SBM (G) will initiate and how it will differ from the initial phase. The mission will be funded with 1.4 lakh crore rupees to transform villages from ODF to ODF Plus.

Previously, we observed the government’s commendable efforts in cleaning the Ganga and constructing rural toilets. However, SBM(G) phase 2, launched in 2020, has a different objective. Its focus is on maintaining and ensuring the villages and rural areas remain open defecation-free (ODF). Furthermore, the government will encourage and ensure proper segregation and management of solid and liquid waste in panchayat areas by 2024-25.

What are the few objectives that the phase 2 will include:

Sustain Open defecation-free areas (ODF).

Our primary goal is to ensure that every household and school, Anganwadi centers, and panchayat offices have access to a toilet. Additionally, we require at least five informative, educational, and communication messages on specific themes to be prominently displayed in each village. If a village has more than 100 houses, a Community Sanitation complex (CSC) must also be included.

Solid waste management

Prioritizing effective solid waste management, particularly regarding bio-degradable waste generated from households, primary schools, panchayat offices, Anganwadi centers, healthcare centers, and other public places. The aim is to ensure that at least 80% of the population has access to proper waste management facilities to help keep communities clean and healthy.

Liquid waste management

This includes effective management of liquid waste of 80% of the population by constructing proper sewage of wastewater of households and other rural development centers, rainwater through drains and/or private or public soak pits, and septic tanks.

Direct sanitation

1   A village is, therefore, considered as ODF plus if 80% of all the households in the village have functional toilets.

2 A Village with more than 100 households has a community sanitation complex.

3   Schools, Anganwadi centers, and panchayat offices in a village must include separate toilet facilities for men/women.

4   Every public place must include minimum garbage and plastic waste and minimum water logging.

5   At least 5 ODF and IEC messages must be prominently displayed through posters/paintings.

Open Defecation Free (ODF) and Informative Education Communication (IEC) messages will have themes like Washing Hands with Soap, Plastic Waste Management, biodegradable waste management, proper drainage for liquid waste management, Galvanizing Organic Bio-Agro Resources (GOBARdhan), Grey Water Management, Faecal Sludge Management, Menstrual Hygiene Management. Hence, if a village meets the criteria of having no garbage dumps and clean surroundings, it is eligible to be declared ODF Plus compliant.

Therefore, the main aim is to segregate waste and promote sustainability through the 3Rs (Reduce, Reuse, Recycle). It’s intriguing to know how the government intends to use the 1.4 lakh crores assigned to the Swatch Bharat Abhiyan to make it sustainable and effective.
