01. The Petitioner has called in question the note appended to Rule
1 of SRO 28 of 1996 dated 25 January 1996, whereby the cadre of the
Drivers has been re-structured. The Petitioner is also seeking a Writ of
Mandamus directing the Respondents to grant him promotion upon
completion of five years of service as Driver (Grade-I) with retrospective
effect from the date of eligibility along with all consequential benefits.
