    [1] Heard Mr. N. Jotendro, learned senior counsel assisted by
    Mr. Syed Murtaza Ahmed, learned counsel for the petitioner.
    [2] The petitioner who is retired Executive Engineer, Power
    Department, Government of Manipur approached this Court being
    aggrieved by order dated 13.10.2025 whereby an order was issued that
    he has made irregular payment of Rs. 87.97 lakh while discharging as
    Executive Engineer and a sum of Rs. 29,32,333/- has to be recovered
    from him after deducting the amount already recovered by him. It is
    submitted that recovery order dated 13.10.2025 is illegal without any
    jurisdiction as similar order has been quashed by this Court in earlier
    round of litigation in WP(C) Nos. 574 of 2013 and 524 of 2018 and prior
    notice has been issued to the affected parties for initiating any action
    under Manipur Public Servant’s Personal Liability Act, 2006. It is
    submitted that in similar order dated 13.10.2025 against other
    Engineers, this Court issued notice on 07.01.2026 in WP(C) No. 06 of
    2026 and stay further recovery during the pendency of the case.

    [3] Learned senior counsel for the petitioner submits that similar
    order may be passed by this Court and all the matters may be listed
    together and it is submitted that WP(C) No. 06 of 2026 is listed on
    14.09.2026.

            [4]           Issue notice.
            [5]           Mr. S. Niranjan, learned G.A. accepts notice on behalf of
    

    respondent Nos. 1, 2 & 3 and Mr. S. Suresh, learned counsel on behalf
    of respondent No. 4. Hence service is complete on all the respondents.
    [6] Learned counsel for the respondents pray for three weeks’
    time for filing counter affidavit.

            [7]           List this case on 14.09.2026.
            [8]           Till next date, further recovery in terms of order dated
