01. Petitioners, through the medium of this petition, seeks direction upon the
official respondent Nos. 2&3, to change and correct the name of the
petitioner from Prem Paul Sharma to Lakshay Sharma in his educational
certificates including High School and Intermediate certificates, in
pursuance to Gazette of India Notification dated 30th of November,
2024, keeping in view the law laid down by this Court in WP (C) No.
21/2025, titled, “Mohd. Hassan Vs. U.T of J&K & Ors“.

02. Learned counsel for the petitioner submits that the petitioner had made a
request on 18.02.2026 for change of name in Educational Certificates to
the respondent -Joint Secretary (Certificates), Jammu &Kashmir Board
of School Education, Jammu, however, till now, no steps have been
initiated by the respondents to correct the name of the petitioner in the
above records.
03. Learned counsel for the petitioner further submits that the case of the
petitioner is squarely covered by the judgment dated 11.09.2025, passed
by this Court in WP(C) No. 21/2025, titled, “Mohd. Hassan Vs. U.T of
J&K & Ors“, and prays that the instant petition be disposed of at this
stage with direction to the respondents to consider the petitioner’s claim
for change of his name in terms of the judgment cited above.
04. In view of the pleadings, submissions made by the learned counsel for
the petitioner and the facts and circumstances of the case, the instant
petition is disposed of at this motion stage, with a direction to the
respondents to consider the claim of the petitioner in this petition in
accordance with the judgment dated 11.09.2025 passed in WP(C) No.
21/2025, titled, “Mohd. Hassan Vs. U.T of J&K & Ors“, in case, ratio
of case decided in the judgment is applicable to the fact situation of the
petitioner. The respondents shall undertake the aforesaid exercise within
a reasonable period of time, in accordance with law. The petitioner shall
apply in terms of the statutory provision as per the applicable
Rules/Regulations, for consideration of his plea.
05. Petition, is thus, disposed of, at motion stage, along with connected
application(s).
