    [1] Heard Mr. H. Chandrakumar, learned counsel appearing for

    the applicant and Mr. Y. Ashang, learned senior counsel and PP

    assisted by Mr. Robert, learned counsel appearing for the

    respondent.

    Against the applicant, the Sekmai Police Station registered

    an FIR being FIR No. 3 (1) 2026 SEK-PS, U/S. 115 (1), 118 (1), 131,

    and 74 BNS, Section 8 POCSO Act & Section 25 (1-C) of the Arms

    Act.

     [2]     On apprehension of being arrested by the Police in
    
    

    connection with the said FIR, the applicant filed an application under

    Section 482 BNS, 2023 for granting pre-arrest bail before the Special

    Judge (POCSO), Imphal West. The said Bail Application was rejected

    by an order dated 23.03.2026 passed by the said Special Judge

    (POCSO), Imphal West.

    [3] Thereafter, the petitioner approached this Court by filing

    another application U/S 482 of BNSS, 2023 registered as

    Anticipatory Bail Application No. 12 of 2026.

    While issuing notice in the said Anticipatory Bail Application

    on 30.03.2026, on the objection raised by the learned PP, this Court

    made an observation permitting the applicant to bring on record the

    victims or their parents as parties in the said Anticipatory Bail

    Application. Hence, the present application has been filed by the

    applicant for impleading the following persons, who are the parents

    of the victims/informants:-

    i. Smt. Khwairakpam Romita Devi, aged about 45

    years, W/o Thangjam Samananda Singh of

    Sekmai Mayai Leikai, PO & P.S Sekmai, Imphal

    West District, Manipur.

    years, W/o Khwairakpam Ranjit Singh of Sekmai

    Mayai Leikai, PO & P.S Sekmai, Imphal West

    iii. Smt. Yumlembam Romila Devi (M/o Usham

    Wicania), aged about 41 years, W/o Usham

    Romeo of Awang Sekmai Awang Leikai, PO & P.S

    Sekmai, Imphal West District, Manipur.

    iv. Smt. Heisnam Subhasini Devi, aged about 41,

    W/o U. Robert Singh & D/o H. Ibomcha Singh of

    Awang Sekmai Mayai Leikai, PO & P.S Sekmai,

    Imphal West District, Manipur.

    [4] It has been submitted by the learned counsel appearing for

    the applicant that impleadment of the above named parents of the

    victims/informants are necessary to ensure that all concerned

    parties are before this Court thereby enabling to render a fair and

    complete adjudication of the connected Anticipatory Bail Application.

    [5] Mr. Y. Ashang, learned senior counsel and PP appearing for

    the respondents fairly submitted that he has no objection in allowing

    the present impleadment application.

     [6]       In view of the submission made above, this court is of the
    
    

    considered view that impleadment of the above named parents of

    the victims/informants are necessary for an effective and fair

    adjudication of the connected Anticipatory Bail Application.

    Accordingly, the present impleadment application is allowed.

    [7] Registry is directed to incorporate the name of the above

    named parents of the victims/informants as respondents No. 2, 3, 4

    & 5 respectively.

    [8] With the aforesaid directions, the present impleadment
