    The petitioner – Kerala Public Service Commission – is the 1st

    respondent in O.A.No.79 of 2017 on the file of the Kerala

    Administrative Tribunal, Principal Bench, Thiruvananthapuram, an

    original application filed by the 1st respondent-applicant, who is a

    candidate included in Annexure A5 shortlist published by the Public

    Service Commission for selection to the post of Junior Health

    Inspector (Grade II) – (Thiruvananthapuram district), in the Health

    Services Department, invoking the provisions under Section 19 of

    the Administrative Tribunals Act, 1985, seeking an order directing

    the respondents therein, i.e., the petitioner – Public Service

    Commission – and the 2nd and 3rd respondents – the Government of

    Kerala and the Tahsildar, Thiruvananthapuram – to permit the

    applicant to appear for the interview to the post of Junior Health

    Inspector (Grade II), which was scheduled to be held on

    18.01.2017 and 19.01.2017 in Kasaragod district, or any other day

    or venue fixed; a declaration that the applicant is entitled to be

    considered as Christian – Latin Catholic Community and non-

    creamy layer, for enjoying the benefit of reservation for the Latin

    Catholic Community, on the basis of Annexure A1 certificate and all
    2026:KER:51172

    other connected certificates; and a declaration that the 2nd

    respondent – Government of Kerala – has no manner of right to

    insist the production of the Gazette notification, showing the caste

    and community of the applicant, in the light of the certificates

    issued by the authorities.
