    Learned counsel for the petitioner submitted that he may
    be permitted to file supplementary affidavit today i.e.
    21.05.2026 with regard to service of notice upon Respondent
    No.6 to 17, let it be taken on record.

    2. Learned counsel for the Respondent Nos.3 to 6 also seeks
    permission to file counter affidavit today i.e. 21.05.2026, let it
    be taken on record.

    3. Heard Mr. Navin Kumar, learned counsel for the
    petitioner, Mr. Sachin Kumar, learned AAG-II for the State, Mr.
    Krishna Kumar, learned counsel for the Respondent Nos.3 to 5
    and Mr. Sumeet Gadodia, learned counsel for the Respondent to
    6 and 7.

    4. Mr. Rajiv Ranjan, the Deputy Commissioner, Jamshedpur
    and Mr. Krishn Kumar, the Deputy Urban Commissioner,
    Jamshedpur Notified Area Committee is also present through
    Video Conferencing.

    5. Learned counsel for the petitioner has submitted that
    service of Dasti summon upon Respondent No.6 and 7 as well
    as Respondent No.8 to 17 has been filed and hence this affidavit
    may be taken on record.

    6. It appears that as per supplementary affidavit dated
    20.05.2026 filed by the petitioner, Respondent Nos.8 to 17
    through themselves or their representatives have been served the
    notice by way of Dasti summon.

    7. During course of argument, it has been submitted by the
    learned AAG-II that the authority is bound to take actions as per
    provisions of section 387 of the Jharkhand Municipal Act.

    8. The Deputy Commissioner, Jamshedpur has also
    suggested that he will comply with the order passed by this
    Court.

    9. As Respondent Nos.8 to 17 have not appeared till date
    despite service of Dasti summon upon them and hence one more
    opportunity may be granted to them for their appearance.

    10. Put up this case on 11.06.2026.

    11. In the meantime, it will be open to the authorities to
    proceed further in accordance with law.

    12. The personal appearance of Mr. Rajiv Ranjan, the Deputy
    Commissioner, Jamshedpur and Mr. Krishn Kumar, the Deputy

    Urban Commissioner, Jamshedpur Notified Area Committee, is
    dispensed with for the present.

    13. In the meantime, the authorities will be at liberty to take
    suitable steps in the light of the order dated 25.03.2026
    (Annexure-7) passed by the Respondent No.4.

    14. In the meantime, the authorities may file necessary
    affidavit with regard to order dated 25.03.2026 passed by the
    Respondent No.4-Deputy Urban Commissioner.

    15. In the meantime, the respondents may also file their
    counter affidavits.
