Learned senior counsel for the petitioners, Mr. Kh. Tarunkumar;

learned DSGI for the Union of India, Mr. Kh. Samarjit and learned Advocate

General for the State, Mr. Lenin are present before the Court physically.

Officials of the NIA, namely, (1) D. Sharavan, DIGP, NIA (2) Ashish

Kumar, SP, NIA (3) Lokesh Kumar, PP, NIA and (4) Vikas Kumar, DSP, NIA are

also present before the Court physically.

Learned senior counsel for the petitioners, Mr. Kh. Tarunkuamr is

present before the Court physically and submits that the incident took place on

11.11.2024. The same has been revealed in the FIR said to be have been

recorded by the concerned investigating agency. Subsequent to recording of the

FIR, law was set into motion but till today, no specific report has been submitted

for filing of charge sheet against culprits/accused. This status which is submitted

by the learned senior counsel for the petitioner in this matter is taken on record.

It is further submitted that out of the six persons, three were minor

children and dead bodies of all the six persons have been found floating one after

another on the Barak River. These are all the status which are submitted by the

aforesaid learned senior counsel in this matter and the same is taken on record.

Whereas learned DSGI for the Union of India submits that

investigation has been carried out by the investigating agency and even it is in

the process of completion of the investigation and filing of charge sheet against

the culprits/accused.

The learned DGSI placed before this Court two sets of seal covered

envelopes containing detailed progress report of the proceeding in RC-

15/2024/NIA/IMP. The two seal covered envelopes said to contain the detailed

progress report are taken on record.

However, in a given peculiar facts and circumstances in this matter

and also keeping in view the submission made by the learned DSGI and also the

submission made by learned Advocate General are concerned, it is deemed

appropriate that these seal covered envelopes said to be containing detailed

progressed to be maintained in the safe custody of Registrar General, High Court

of Manipur, until further order.

Accordingly made an observation.

Whereas, the learned DSGI in this matter seeks some time for

submitting the detailed report in terms of charge sheet.

However, keeping in view the status in this matter, one month’s

time is granted for submitting the detailed report in terms of charge sheet under

Section 173 of Cr.PC and corresponding provision of BNSS Act, 2023.

It is made clear that if there is no progress made, the matter would

be viewed seriously.

Hence, these matters would be listed on 25.08.2025.

Personal appearance of the officials of NIA are dispensed with for

the present.
