The grievance of the writ petitioners is with a Corrigendum dated 19-
11-2025, whereby in the criteria for appointment to the post of Executive
Trainee (Electrical/Mechanical) and Executive Trainee (Civil) in NEEPCO,
the experience required has been reduced from 15 years to 5 years.
Mr. P.Yobin, learned counsel for the petitioners, submits that the two
petitioners herein, have already been empanelled for the said posts having
the requisite experience of 15 years and submits that due to the corrigendum,
their legitimate expectation to be absorbed as in-service candidates will be
defeated. He therefore prays for some interim protection at this stage.

On hearing the learned counsel for the petitioners, it is seen that the
concerned Circular i.e. Circular dated 23-10-2025 for filling up vacancies,
the experience required is 15 years, which however, has been reduced to 5
years by the impugned Corrigendum, which will definitely therefore, lessen
the chances of the petitioners of success for appointment to the said posts.
In this view of the matter, a prima facie case has been made out for
some interim protection at this stage. It is therefore, directed that until the
next date, no further action shall be taken on the basis of the Circular dated
23-10-2025 and the Corrigendum dated 19-11-2025.
List this matter on 07-04-2026.
As this interim order has been passed ex-parte, the respondents are at
liberty to seek modification or vacation of the order.
