Heard learned counsel for the petitioner and Mr.K.Arvind

Kumar, learned standing counsel appearing on behalf of

respondents. With the consent of the parties, the writ petition is

being taken up for disposal at the admission stage itself.

2. This writ petition is filed seeking the following prayer:-

“declaring the action of the 2nd respondent
herein by refusing to consider the application of the
petitioner for issuance of passport vide file
No.HY1077017359324 dated 12.06.2025 on the
ground that criminal proceedings vide Crime Nos.130
of 2021, 69/2023, 116/2023 under Section 188, 341
r/w Section 34 I.P.C before the Junior Civil Judge
Bhainsa by refusal orders dated 12.06.2025 as
arbitrary, illegal, unlawful and contrary to law and
consequentially to direct the 2nd respondent to
process the application of the petitioner for issuance
of passport in accordance with law.”
