1. By reference to a purported demand of a bribe alleged to have

been made by the appellant while serving as Tehsildar
Chadoora, an FIR No. 20/2010 dated 13th May, 2010 was
registered by the Vigilance Organization Kashmir, VOK
Srinagar (now Anti-Corruption Bureau Srinagar) for alleged
commission of offences under Section 5(1)(d) read with
Section 5(2) of the Jammu and Kashmir Prevention of
Corruption Act, Samvat 2006 and Section 161 of the Ranbir
Penal Code, which resulted in the setting up of a trap to be
led by one Mr. Naseer Ahmad Qadri, Junior Assistant in
Sales Tax Department Srinagar as neutral witness.
