India’s online gaming sector boasts the world’s second largest user base after China, growing from 455 million users in 2023 to 488 million in 2024, yet ranks around 7th globally in revenue, contributing just about 1% of the worldwide market. Valued at over ₹35,000 crore in 2024, it is Asia’s fastest-growing gaming market despite challenges like high taxes. Over 85% of revenue comes from real money games (RMG), such as fantasy sports and rummy, and the growth of these types of games has coincided with both the increasing penetration of smartphones into the market and the availability of affordable mobile data. Due to their availability in multiple regional languages, the explosion of cricket events throughout the year, and rising incomes, India continues to add millions of new gamers on an annual basis. Daily active users have surpassed 110 million, and based on the projected figure of 517 million users in 2025, India will have the largest video game user base in the world, with possible projections for 724 million by 2029. While India appears to be a critical engine driving growth; however, the average spend per user is relatively low thereby restricting revenue opportunities.

 

Historical evolution of online gaming in India

The journey of online gaming in India reflects the country’s speedy digital transformation. From the cyber cafes culture of the early 2000s to the mobile first revolution of the 2010s. In starting limited internet connectivity high equipment cost and urban concentration restricted widespread adoption but with the rise of affordable Android devices and Reliance jio’s low cost internet revolutionised access the online gaming started boosting turning India into one of the largest online gaming market in the world. And in present time online gaming in India has a world from cafes to careers and its future promises even deeper integration into everyday life.

Factors contributing to the growth of online gaming.

One of the main reasons for the growth of online gaming is affordable smartphones and cheap data. With the emerging technologies. India’s young population is also a reason for this sudden growth. And for now as live stream games have also become a great opportunity to earn money.

  • Casual & social games – easy to play, popular among all ages due to simplicity and accessibility
  • Competitive/eSports games- skill based, multiplayer games with tournaments and leagues. Driving India’s esports ecosystem and streaming culture.

Promotion and Regulation of online gaming Act, 2025 

The rise of Online Gaming in India has transformed it from being only about Entertainment, but also becoming a critical aspect of Law, Policy and Regulation due to the introduction of real Money Games. To address issues regarding Addictions, loss of finances and the necessity for consumer protection, the Government introduced the Promotion and Regulation of Online Gaming Act, 2025 which has now become a Law as it was Passed by Both Lok Sabha and Rajya Sabha. Additionally the Act states that an all-round Ban on Real Money games will take in place and the Central Government can create a Regulatory Authority to Evaluate, Classify and Monitor the Different Types of Online Games. The Classification between Real Money and Non Real Money Games is one of the Reasons for an all-out ban on real money Online Games: that is any Online Game that has Real Money is in a Category of Prohibited Games. Therefore, online games can be broken down into 3 Basic Categories: eSports, Social Games and Real Money Online Games. eSports are classified under the National eSports Framework, and therefore will have a Designated Regulatory Authority. Social Games are played for Education/Recreation only and do not involve Real Money Transactions. Minors can play eSports and Social Games.

Government’s reason why this act is necessary 

  •  In real money games most of the youths are involved and get addicted to wrong things and they get into depression or sometimes committed suicide.
  • It creates a social disorder many families have to suffer due to one of the members gambling addiction.
  • Online real money games also leads to tax evasion
  • One of the parliamentary report has submitted that money from these online gaming platforms were used for terror financing

 

Challenges & controversies 

The growth of online gaming in India has become a remarkable subject but it is accompanied by serious challenges and controversies. As a legal framework has become difficult to set around real money games, heavy taxation and regulatory uncertainty continue to create fractions between industry stakeholders and policy makers. And at the same time there are concerns like addiction youth exposure and mental health risk that highlight the need for responsible play and awareness economically while the sectors generate jobs and revenue but also risk of gambling.

 The regulation of online gaming in India is still evolving reflecting the tension between innovation, consumer protection and cultural values. The industry has grown rapidly. The absence of a unified rational framework has led to fragmented state level loss and ongoing disputes over taxation locality and the distinction between skills based and chance based game.
