Academic Programme on ‘IFIS 2026’ by IERL

About the Programme

“The Ideological Foundations of the Indian State (IFIS 2026)” is a specially designed academic programme that seeks to examine the philosophical, normative, and constitutional ideas that shape the Indian State beyond its formal institutional structure.

While the Constitution of India is often approached as a legal and structural document, this programme invites participants to engage with it at a deeper level — as a living constitutional philosophy that defines not only how the State functions, but also what kind of society it seeks to create.

The programme will explore the core ideological commitments embedded within the Indian constitutional order, including:

  • Socialism
  • Secularism
  • Democracy
  • Justice
  • Liberty
  • Equality
  • Fraternity
  • Welfare Constitutionalism

Its objective is to cultivate constitutional depth, analytical maturity, and philosophical clarity among participants by encouraging them to move beyond surface-level constitutional understanding and engage with the Constitution as a moral, political, and transformative project.

Programme Modules

The programme will unfold through seven carefully designed modules, each examining a foundational dimension of constitutional philosophy and the Preamble:

  • Module I: Why Ideology Matters in a Constitution
  • Module II: Socialism in the Indian Constitutional Framework
  • Module III: Secularism in the Indian Constitutional Framework
  • Module IV: Indian Secularism and Western Secularism – A Comparative Constitutional Inquiry
  • Module V: Democratic Socialism and Marxist Socialism
  • Module VI: Welfare State Philosophy and the Directive Principles of State Policy
