    2. The petitioner approached this Court seeking the

    prayer as under:

    “…to issue a writ, Order or direction more particularly Writ
    of Mandamus declaring the actions of the Respondents in
    not releasing the certified and undisputed Gross Bills
    amount of Rs.4,44,37,782 in respect of Agreement No.39 of
    2023-24 Token No.2434796016 dt.2.11.2023, Token No.
    2450972339 dt. 03.02.2024 Token No. 2522670293 on
    12.09.2024 and Token No. 2603720547 on 12.03.2026 as
    unjust, illegal, Arbitrary, and in violation of Article 14 and
    16 of Constitution and consequently direct the Respondents
    to release immediately the certified bill amounts of
    Rs.4,44,37,782/- along with interest @ 18% P.A from the
    respective dates of certification of each bill till the date of
    payment and to pass…”.
