1. Grooming Kashmir Rehabilitation and De-addiction Centre,

SPONSORED

Chinar Colony, Chandpora, Srinagar is registered under the

Jammu and Kashmir Shops and Establishments Act, 1966

with nature of business, trade or profession reflected as

Rehabilitation/Drug De-addiction Centre, and the registration is

by reference to Laila Qurashi as proprietor.

2. Aforesaid registration under the Jammu and Kashmir Shops and

Establishments Act, 1966 is dated 4th October, 2022, in which

the petitioner came to be engaged for the management of the

Centre.

3. The respondent Nos. 1 and 2 preferred a consumer complaint on

file No. 22/23 on 7th February, 2023 against Grooming Kashmir

Rehabilitation and De-addiction Centre, but suing it through

the petitioner, thereby seeking compensation for deficient service

on its part with respect to de-addiction of the respondent No. 2.

4. The District Consumer Disputes Redressal Commission,

Mominabad, Srinagar by virtue of an award dated 23rd June

2025, came to grant compensation of an amount of Rs. 60,000

plus Rs. 50,000 along with litigation charges of Rs. 3,000 against

the Centre for recovery of which the petitioner is being chased in

pending execution proceedings which has resulted in the

petitioner coming forward to this Court under Article 227 of the

Constitution of India in order to relieve herself from the burden

of bearing the execution of the said award against herself instead

of being directed against the De-Addiction Centre.

5. Prima facie case made out.

6. Issue notice to the respondents.

7. The petitioner to furnish registered postal covers within seven

days whereupon notice to go to the respondents.

8. Notice in CM No. 1340/2026 also.

9. In the meantime, further proceedings in the execution by

reference to award dated 23rd June 2025 on File No. 22/23

passed by the District Consumer Disputes Redressal Commission,

Mominabad, Srinagar shall remain stayed.

10. List on 5th May 2026.
