HSA Advocates advises Vizhinjam International Seaport Ltd on India’s first deep-water transshipment hub, ET LegalWorld


In a landmark development for India’s maritime infrastructure, Prime Minister Narendra Modi inaugurated the Vizhinjam International Seaport in Kerala — the country’s first deep-water transshipment hub.

HSA Advocates has been the legal advisor to Vizhinjam International Seaport Ltd (VISL) and the project since its inception, playing a key role in navigating the complex regulatory and contractual framework involved in the development of the strategically critical port.

HSA drafted the bidding documents and the concession agreements, and assisted in the bidding process including bidding advisory, pre bidding meetings and evaluation of the bids till award of the project to the concessionaire. Thereafter, HSA has been involved in providing project implementation support to VISL. HSA’s engagement and continued involvement with the project for over a decade, is a testimony to HSA’s market leadinginfrastructure and PPP practice.

HSA also advised VISL on the supplementary concession agreement with Adani Vizhinjam Port Pvt. Ltd., enabling critical advancements towards full operational capacity.

Additionally, HSA successfully defended the Environmental Clearance (EC) granted to VISL before the National Green Tribunal (NGT), a significant milestone that ensured the project’s continued legal and regulatory compliance.
