1) Since the issues involved in this group of petitions arise out
of the same set of facts and are analogous in nature, all the
petitions are being decided and disposed of by this common
judgment.
2) It emerges from the record that in Special Civil Application
No. 11444 of 2024, the respondent – State has filed its affidavit-
in-reply and the pleadings between the parties are complete.
Hence, the said petition is treated as the lead matter.
3) By way of the present petitions filed under Articles 226 and
300A of the Constitution of India, the petitioners have prayed for
the following reliefs. For the sake of convenience, the prayer
