    Mr. Khan, learned AAG has submitted an affidavit of Shri

    SPONSORED

    Kumbamut Lang Nongbri, MCS, Special Secretary, Transport

    Department, Government of Meghalaya, dated 4th August, 2026.

    A copy of the said affidavit has been served on Mr. Yobin as well

    as Dr. Mozika, learned DSGI.

    2. A perusal of the affidavit shows that pursuant to the order

    dated 23rd July, 2026, a site visit and meeting was convened and

    held at the Shillong Airport on 30th July, 2026. The said meeting

    was chaired by Shri Sanjay Goyal, IAS, Commissioner and

    Secretary to the Government of Meghalaya, Transport

    Department and Nodal Officer, so designated. All the stakeholders

    were present in the said meeting. It appears that during the

    course of the said meeting, Mr. Goyal apprised the DGCA that the

    State Government had already furnished the required

    undertaking given on 10th December, 2025, thereby confirming

    that all obstacles infringing the Obstacle Limitation Surfaces

    (OLS), would be removed before 30th September, 2026. In

    response, DGCA had granted the concept and design level

    approval on 27th January, 2026, with a condition that all

    obstacles infringing the OLS were required to be removed before

    applying for the execution level approval. It further appears from

    the minutes of the meeting that the DGCA had informed the

    members present at the meeting that the DGCA had no objection

    issuing execution level approval at this stage, however, subject to

    certain conditions. It was further informed that the airport

    operator i.e., the Airports Authority of India, would apply for the

    commissioning level approval, as per the existing rules and

    procedures of the DGCA.

    3. Dr. Mozika, learned DSGI has today tendered the execution

    level approval granted by the DGCA. The said approval dated 4 th

    August, 2026 is taken on record. It appears from the said

    approval that, based on the safety assessment and commitment

    given, the competent authority i.e., DGCA has accorded execution

    level approval for expansion of the runway towards runway 04

    side along with shoulder, RESA and other associated works at

    Barapani Airport to M/s AAI, subject to certain conditions

    stipulated in the approval. The conditions are enlisted from A to J

    in the said letter.

    4. Mr. Khan, learned AAG assures that all the conditions will

    be complied with within the time frame before final permission is

    sought. We expect all the authorities to cooperate with each other

    and commence with the work of expansion of the Airport at the

    earliest. Status report to be submitted by the respective parties

    on the next date with respect to the progress in the work.
