1. Since all these arbitration petitions arise from the same facts
and involve common questions of law, they are being decided by
this common judgment. For convenience, the facts in Commercial
Arbitration Petition No. 219 of 2025 are taken as the lead case.
2. The petitioner has filed this petition under Section 9 of the
Arbitration and Conciliation Act, 1996 seeking interim protection
in respect of the licences granted for supply, installation, testing,
commissioning, operation and maintenance of EV charging
stations on the concerned land. According to the petitioner, after
receiving the licences it started carrying out the required work and
performed its obligations under the agreements. However, the
respondent later directed the petitioner to stop all work on the
project due to “administrative reasons” until orders. During the
pendency of these proceedings, the respondent issued termination
notices dated 22 March 2025, terminating the Licence Agreements
dated 14 October 2024 executed between the parties.
