About the Organization

The Panjab University Students’ Liberty Union is a student-led academic and policy forum functioning at Panjab University. The Union operates as a campus initiative under the global network of Students For Liberty, one of the world’s largest student organizations dedicated to advancing dialogue on public policy, governance, and constitutional values.

The Union aims to promote constitutional literacy, public policy engagement, and informed academic discourse on issues relating to governance, democracy, and institutional accountability through competitions, discussions, and research initiatives.

About the Event

The Panjab University Students’ Liberty Union is organizing the 1st National Libertarian RTI Drafting Competition, titled शासन को सवाल”, with the objective of promoting transparency and democratic accountability through the use of the Right to Information Act.

Participants will be presented with a detailed factual matrix inspired by real world governance issues involving electoral politics, bureaucratic pressure, and alleged institutional failures. Based on the given scenario, participants will be required to draft strategically framed RTI applications aimed at uncovering relevant information and ensuring accountability.

The competition is designed to test participants’ legal drafting skills, analytical reasoning, statutory understanding of the Right to Information Act, and their ability to navigate the complexities of governance through precise and effective information requests.

Theme

The competition focuses on Transparency, Democratic Accountability, and the Strategic Use of the Right to Information Act in Governance.

Eligibility

The competition is open to students enrolled in Diploma, Undergraduate, and Postgraduate programmes across India.

Formatting Guidelines

Participants must draft RTI applications based on the factual matrix provided in the official brochure.

Submissions should:

  • Be written in clear and precise legal language
  • Be structured as formal RTI applications under the Right to Information Act
  • Address the relevant Public Information Authorities where applicable
  • Clearly frame information requests based on the given facts

Submission Categories

Participants may register either as:

  • Individual Participant
  • Team of Two Participants

Submission Guidelines

Participants must submit their drafted RTI applications within the prescribed deadline in accordance with the rules mentioned in the official brochure.

Last Date to Register: 2 March 2026
Last Date to Submit: 12 March 2026

Selection Guidelines

Submissions will be evaluated based on:

  • Legal accuracy and understanding of the RTI framework
  • Precision and clarity of drafted queries
  • Strategic identification of relevant information
  • Logical structure and drafting quality

Prizes

Top performing participants will be awarded merit certificates and prizes.
All participants will receive certificates of participation.

₹100 – Individual Participant
₹150 – Team of Two Participants

Registration Process

Submission Procedure
